Gofore has launched a six-month research project exploring how the digitalisation of Finland’s public administration can be accelerated. The study examines the solutions and operating models needed to strengthen progress, while also identifying the key barriers that currently slow down digital transformation in the public sector.
The research is conducted by the research institute Verian on commission from Gofore. The project is supported by Jarkko Levasma, ICT Director at the Ministry of Finance.
Interviews with 30 public sector leaders and leading politicians
Launched in December 2025, the research will be carried out in two phases during the spring of 2026. The material is based on in-depth interviews with 30 leaders and senior experts working in public administration, as well as leading politicians in Finland.
The interviews focus on themes such as:
- What kind of expertise Finland’s public administration needs to maintain its position as a global leader in digitalisation
- The sources of trust required for effective and sustainable digitalisation
- Finland’s vision for achieving the most impactful possible digital public administration
Two situational snapshots to stimulate public conversation
The outcome of the project will be a two-part publication series presenting two situational snapshots. These snapshots will outline both the development measures required to accelerate public sector digitalisation and the obstacles that need to be addressed.
The aim of the publications is to stimulate wider societal debate on how Finland can achieve a more coherent, productive and impactful digital public administration.
The first snapshot focuses on the key priorities for accelerating digitalisation and will be published on 23 April at Gofore’s Digital Society 26 event.
The second snapshot examines the elements of building trust in Finnish society as the country moves towards an agent-based digital and AI-driven era. This second publication will be released in mid-May. Summaries of both snapshots will be available on Gofore’s website later.
