A large-scale user interface redesign became significantly lighter with the help of AI

How can a user interface comprising more than one hundred thousand lines of code be renewed in an agile way? A Gofore expert delivered a major update of the ePerusteet service with AI assistance alongside regular maintenance work. The implementation was completed with significantly less effort than an alternative approach would have required.

Objective

The technical foundation of an important education service had to be secured

One of the most important digital services in the Finnish education system needed to be renewed. The user interfaces of the Finnish National Agency for Education’s ePerusteet service were built on Vue 2 technology, and the end of support for the framework threatened to increase maintenance and lifecycle management costs, as well as related risks.

“Once support ended, any potential security issues and software defects would increasingly have become our own responsibility to resolve. That would have increased the workload and dependence on an ageing version,” says Olli-Pekka Lehtokallio, the Gofore expert who maintains the service.

The Finnish National Agency for Education and Gofore aimed to update the entire user interface ecosystem in an agile and cost-effective manner. The scope included the ePerusteet.fi website, three administrative tools and a component library.

The socially important ePerusteet

The ePerusteet service contains the national core curricula and qualification requirements, as well as other up-to-date regulations and recommendations. It is the Finnish National Agency for Education’s official collection of regulations. The service receives more than two million visits annually.

Solution

Controlled use of AI turned the migration into a one-developer project

The chosen solution was an AI-assisted migration to Vue 3, with the workload estimated to be many times smaller than rebuilding the system in React. Thanks to an agent-based language model used through the Cursor tool, a single developer was able to carry out the entire user interface renewal alongside regular maintenance work.

AI generated approximately 90 per cent of the required code changes according to a predefined component structure and migration guidelines. The Gofore expert was responsible for the architecture, quality assurance and overall management of the project. The changes were implemented in controlled batches, which were reviewed by the Gofore expert and tested by specialists at the Finnish National Agency for Education before deployment.

“AI is often discussed as a way to build new applications quickly, but the software industry is full of systems that are not worth rebuilding from scratch. Here, we saw how, when properly guided, AI can significantly accelerate the modernisation of a legacy system,” Lehtokallio says.

Outcome

The future of the service was secured without disrupting users’ everyday work

The entire user interface ecosystem was migrated to Vue 3 technology while the ePerusteet service remained fully operational throughout the project. The renewal improved maintainability, made it easier to implement new integrations and established a sustainable technical foundation for future development.

“Almost the entire technical foundation of the user interface was renewed, yet the service continued to function smoothly and familiarly for users throughout the project,” Lehtokallio says. “Close collaboration with experts from the Finnish National Agency for Education ensured that such a large-scale solution could be thoroughly tested before deployment.”

Thanks to the renewal, socially important public information remains reliably available and usable. Information published in the service is used, among other things, in curriculum management tools for officials in the education sector, in Opintopolku’s education offering, in the eHOKS service and in the national KOSKI data repository.
