Gofore has been chosen as partner in the wide frame agreement tender of KEHA Centre (The Employment, Development and Administration Centre of Finland) in a broad framework agreement tendering. Gofore participated in six of the seven sub-areas of the tender, the total value of which is 190 million euros.
The first extensive package was announced separately today. Gofore won all sub-areas in that tender. This release concerns the latter of the two extensive packages: the expert services for solution development and maintenance, for which Gofore also received the decision today, 22 October 2026.
Gofore was selected for three out of four sub-areas in the solution development and maintenance expert services package. The total value of these three sub-areas is 60 million euros.
The newly tendered contract period is six years. In the actual procurements, a sub-area-specific order of precedence will be followed. In the sub-areas where Gofore was selected, the anticipated total values and the number of suppliers are:
Framework arrangement for the procurement of solution development and maintenance expert services
- Product platforms and solutions 30 million euros, with two other suppliers participating and Gofore ranked first. We estimate the value of this sub-area for Gofore to be a minimum of 10 million euros.
- Data warehouse services and integrations (Gofore participated as a resource subcontractor to Netum) 20 million euros, with two other suppliers participating and Netum ranked first. Gofore does not present an estimate of the value of this sub-area for the company.
- Digitalisation of grant, payment and compensation processes 10 million euros, with two other suppliers participating and Gofore ranked third. Gofore does not present an estimate of the value of this sub-area for the company.
In the framework arrangements, the subject of procurement is expert services for the specification, development, implementation, further development, maintenance, and quality and information security assurance of various information systems, applications, products and solutions. The services may relate both to fixed-term projects and to ongoing service needs.
Gofore has cooperated with the KEHA Centre for over 10 years.

The procurement volumes and values presented in the request for tender are estimates, and the client has no minimum purchase obligation. Gofore received notice of the procurement decision today, 22 October 2026, and the decision becomes legally binding after the expiry of the appeal period under the Public Procurement Act.
