Digital programme helps with the development of social and healthcare services

A strong foundation was created for the digital development of the Wellbeing Services County of Kainuu to operate across sector boundaries. The development model described in the digital programme helps the wellbeing services county to achieve cost savings, increase work efficiency and provide better services to customers.

How to offer high-quality treatment to patients at a time when the population is ageing, care professionals are retiring and the growth of costs is being curbed? In the Wellbeing Services County of Kainuu, digitalisation was seen as a way to address these questions that concern Finland in its entirety.

“We wanted to have a clear direction and framework for our digital development in order to get the most out of the new technologies and our entire organisation. The aim was to avoid a situation where fragmented development would be carried out in our different sectors without an overall picture”, says Mari Niskanen, Chief Information Officer of the Wellbeing Services County of Kainuu.

The wellness services county wanted to create a digital programme linked to the strategy, which would pave the way for short- and long-term development work. On the one hand, the aim was to ensure the quality of services and, on the other hand, to promote the opportunities for health and social care professionals to utilise modern methods, such as artificial intelligence, in their work.

SOLUTION

Agile participation and genuine attention

The preparation of the digital programme began with discussions in the core group led by Gofore, where the objectives were clarified. After this, sector-specific* workshops were carried out, in which the needs for change and obstacles to success were determined and the areas where the sectors themselves can be the drivers and responsibilities of the wellbeing services county were clarified.

On the basis of the views of the wellbeing services county, Gofore built a draft digital programme, where the necessary clarifications were made and the priorities of the sectors were agreed. The digital programme was finalised as a clear output with defined goals and indicators for monitoring progress.

“The Gofore team genuinely listened to us. They did not push a ready-made solution, but saw the things that we need to pay attention to”, says Niina Komulainen, Specialist Designer of Digital Services in the Wellbeing Services County of Kainuu.

Gofore implemented the project with an agile work pair model, which ensured a broad view of the social and health care field and an understanding of the management of change. Tuomas Mankki, who was responsible for facilitation, and Antti Mäkelä, who led the content package design, raise the commitment shown by the wellbeing services county as one of the secrets of success.

“This is a great example of how such extensive work can be carried out exceptionally cost-efficiently and to a tight schedule. In remote workshops, we managed to involve a wide range of key people from different sectors”, Mankki says.

RESULT

Better services for customers and better tools for employees

The completed digital programme provides direction and a common language for the digital development of the wellbeing services county. It enables the wellbeing services county to move from fragmented development to a more cost-effective shared model, which also increases the prerequisites for knowledge-based management.

“For us, it was important to create our own idea of the entity. However, needs and solutions always differ with regard to local factors, so you must understand the circumstances. This digital programme is exactly what we needed right now,” Niina Komulainen says.

The digital programme is a management tool that supports the broader strategy work of the Wellbeing Services County of Kainuu. After the completion of the strategy work, the plan is to start the implementation of the digital programme in accordance with the roadmap presented in it.

“When the digital programme is put into practice, the benefits will be visible to customers in Kainuu as better services. Access to treatment can be easier and faster when different channels are used. Employees, in turn, will have access to a variety of tools that will make their work easier”, Mari Niskanen says.

Objective

The Wellbeing Services County of Kainuu wanted to create solutions to the challenges of the social and health care sector with stronger digital development. The purpose of the digital programme was to indicate the direction of development and ensure the organisation’s capabilities as well as the quality of the services to customers.

Solution

After a round of comments, the necessary clarifications were made to the draft digital programme, after which it was finalised as a clear output for further use.
